Should I read my Sun sign or my rising sign?
Both, ideally. The Sun sign version describes the broad theme of the month. The rising sign version is usually more accurate for house placements, because houses in a real chart are measured from the ascendant.
When are new monthly horoscopes published?

What is the difference between a daily and a monthly horoscope?
A daily horoscope tracks the fast-moving Moon and immediate aspects, so it changes every day. A monthly horoscope covers slower structural transits — lunations, sign ingresses and outer-planet stations — and gives you the shape of the whole month.
What do the degrees in these forecasts mean?
A degree pinpoints exactly where in a zodiac sign a planet or lunation falls. It matters because a transit only activates part of your chart. Knowing that a New Moon falls at 18 degrees Virgo rather than simply in Virgo is what lets you see which of your natal placements it actually touches.
